Here is a great resource to start evaluating options, but that aside, unless you replace the windows, it's hard to achieve good results, in some cases tick drapery might help...here they do give some other options that may be feasible if handy :) Soundproofing windows: how-to, methods and materials.3 comments:

To block noise, "the more fabric you put up, the quieter it is," says Babylon. Consider layering window treatments such as a shade, then sheers, then lined floor length draperies (add a fabric-covered cornice at the top).
